To increase the level of entrepreneurial activity by cutting the number of inspections of businesses by state bodies and cutting the number of state inspection agencies.
The law consists of 6 parts and 46 articles. It regulates the framework for: conducting inspections, reducing the number of inspection authorities, the procedures the inspection agencies should follow and the rights and obligations of entrepreneurs in dealing with the inspection.

Start-ups are newly-opened firms and scale-ups are small firms that are looking to increase and expand their activities.
