The primary objective of the small business framework is to create an enabling environment for small enterprises. However, it worth noting that the national framework will need to be complemented with programmes developed and implemented at regional and local levels. In this regard, the following programmes aimed at promoting the culture entrepreneurship and SMMEs were designed; the Centres for Entrepreneurship and Gazelles programmes. The department is currently in a process of finalising the Start-Up funding for newly established businesses. Further to this, the strategy aims to enhance the capacity of small businesses to comply with the demands of an internationally competitive economy.
Clearly, the policy intended to encourage the participation of other stakeholders to get involved in supporting small businesses, and over the years more and more stakeholders have started to support the small business sector. For example, the private sector have introduced programmes such as Market Linkages, Supplier Development and Enterprise Development; some Universities have started teaching entrepreneurship and small business development as a qualification; etc.
There are always challenges of limited resources where there are more entrepreneurs and the funding resources cannot meet these needs and expectations.
