The Resolution of the Council of Ministries of the Tajik SSR, March 30, 1960, №130, established the Chamber of Commerce of the Tajik SSR, which was subordinated to the government of the Republic. This Resolution has also adopted the first Regulations of the Chamber. Its main goals and tasks became: fostering the development and strengthening the economic relations of Tajikistan with foreign countries as well as development of trade and industry in the Republic.
Since the end of 1963 the Chamber began expertising the goods.
On January 1973 at the general meeting of the members of the Chamber of Commerce it was adopted a decision on renaming it into the Chamber of Commerce and Industry of Tajik SSR with it subordination to the Chamber of Commerce and Industry the USSR. The Regulations of the Chamber of Commerce and Industry of the Republic were also approved.
According to the Regulations, the Chamber of Commerce and Industry of the Republic of Tajikistan is a non-state, non-profit organization uniting Tajik enterprises and Tajik entrepreneurs expressing interests of enterprises, unities and organizations on issues related to implementation of economy also in the sphere of economic relations of the Republic of Tajikistan with foreign countries. The main goals of the Chamber are fostering the development of economy of the republic its integration to the world economic system, formation of modern structure of market relations, creation of favorable conditions for business activity, worldwide spreading of trade, economic and scientific-technical relations with other countries.
One of the most important directions of the Chamber activities is organization of exhibitions. First of all it is participation in international exhibitions and fairs, organization of national exhibitions in foreign countries, conduction of business meetings, symposiums on propaganda and advertising of home-produced and foreign-produced and foreign-produced goods.
The Chamber of Commerce and Industry of Tajikistan has large experience in this sphere. It has prepared and represented the self-dependent expositions of the republic on high organization level in about 20 countries.
For the period from 1980 till 1990 Tajikistan has participated in more than 10 exhibition events, implemented under the support of the Chamber of Commerce and Industry of the Republic. Among them, for example, are the Fair of Consumer Goods in Budapest (1985), National Exhibition in Bangkok (1986), 8th International Fair "TAB" in Bucharest (1987), Specialized Exhibition "DINEXPO - 90" in Tallinn and others.
The Law on the CCI of RT has factually entrusted the coordination of organization issues and conduction of international and foreign exhibitions to our organization. Their general organizer is the Chamber of Commerce and Industry of the Republic.
The representatives of many near and foreign countries address to the Chamber with a proposal to conduct the exhibitions and fairs. And if before we could not accept the guests because of unstable situation, today all obstacles are practically disappeared.
After a long interval Tajikistan has taken in the world exhibition "EXPO-2000" in Federal Republic of Germany under the motto "Man. Techniques. Nature." the director of which was the representative of the Chamber.
The Chambers of Commerce and Industry of Sogd and Hatlon areas, Kulyab regional Department as well as in "PamiroblDepartment" CCI of RT are also being developed.
On May 22, 1998, Majlisi Oli of the republic adopted the Law "on the Chamber of Commerce and Industry of the Republic of Tajikistan", which has defined the juridical status of the Chamber and widened the legal field of its activity. In accordance with the Law the Regulations of the Chamber was developed and approved at the 4th Meeting of the Chamber of Commerce and Industry of the Republic of Tajikistan, October 2003.
For the development of the economy of the country in market conditions there appears the necessity to establish close links between the subjects of management that is possible when true and full economic information is available. That is why the role and importance of the Chamber of Commerce and Industry of the Republic has been increasing. This organization protects the interests of Tajik entrepreneurs by creation of favourable conditions for the development and broadening the trade-economic and scientific-technical relations with other countries.
For implementation of an effective facilitation of realization of potential of the republic, hide and mutually beneficial cooperation with foreign countries the Chamber has concluded over 100 agreements with the Chamber of Commerce and Industry of foreign states, envisaging interaction in the field of the personnel preparation, information exchange on the issues of nomenclature of export and import, organization of business missions, exhibition activities etc. The similar agreement are signed in particular with the Chambers of Commerce and Industry of Russia, Ukraine, Byelorussia, Kyrgyzstan, Kazakhstan, Moldavia, Azerbaijan, Turkmenistan and other countries. The agreement on cooperation with the Chamber of Commerce and Industry of the Islamic Republic of Iran, United Arab Emirates, Lahor city, Pakistan, Kabul city in Afghanistan was also signed. The Chamber of Commerce and Industry of the Republic of Tajikistan was taken to the members of the International organization of the Chambers of Commerce and Industry "EKO". It is a member of the Islamic and World Chambers.
In the complex of implemented measures on facilitation of development of foreign economic relations of the republic the great attention is devoted to attracting the representatives of foreign business circles to the country. During the period since 2003 till present the Chamber has been visited by numerous officials from business circles and diplomatic missions of Russia, China, Germany, Pakistan, Turkey, Iran and other countries getting the information on the republic and on working conditions of the Tajik market.
With its independence Tajikistan has become facing the issue of its own information serving for the Chamber members. In this regard a Chamber's Newsletter was issued. Firstly it was a one-page printed edition informing on the proposals of foreign firms searching for the way of cooperation with Tajik partners. Presently, this bulletin has become a substantial magazine "Amal" (Business World) and "Tojir" (Business man) where the proposals of foreign firms on cooperation, information on the Chamber members and nomenclature of export and other materials of the Chamber activities are published. These editions are disseminated among all acting members of the Chamber of the Republic of Tajikistan and the Chamber of Commerce and Industry of CIS as well as the Embassies of foreign states accredited in Dushanbe, international organizations having their representatives in Tajikistan, Ministries and Departments of the Republic. "Amal" and "Tojir" include the speeches by the Heads of the Government, Ministers, Chairmen of the Republican Committees, Presidents of Companies, Firms and Scientists.
At present over 520 large organizations and enterprises of the republic with different forms of property are the acting members of the Chamber of Commerce and Industry of the Republic of Tajikistan. Among them are: Tajik Aluminium Plant, Industrial Unities "Tajiktextilmash" and "Tajiktextile", Joint-Stock Company "Tajikkabel", Isfara Hydrometallurgical Factory, a number of joint enterprises - "Zeravshan", "Zafarobod", "Kabool-Tajik-Textiles", "Javoni".
Since 1993 the Chamber has developed the new forms of services including issuing the certificates on the good origin, assessment of all objects of civil right, consultation on economic issues and tax legislation, mediator services connected with foreign economic activity.
Since the adoption of the Law "On the Chamber of Commerce and Industry of the Republic of Tajikistan" in 1998 the collective of the Chamber has been facing the tasks of great importance and responsibility:
- participate in the development of the draft legislation and other normal acts of the Government of the Republic in the field of economy, implementation of foreign economic relations and other issues touching the interests of the subject of private business activity;
- thoroughly support and protect all types of private business;
- create and organize effective interaction of market structures within the framework of CIS;
- establish sustainable business relations with foreign partners;
- develop mutually beneficial cooperation on internal and international markets;
- search for possibilities for rendering new types of services to unities, enterprises, organizations and entrepreneurs;
- facilitate the increasing of the quality of products and export capacity of the republic;
- implement the representing functions of the Chamber members in international, trade, financial, economic and other organizations;
- assist in the development of the system of education and personnel training for private business in the republic, participate in the development and realization of state and interstate programmes in this sphere;
- render information services to entrepreneurs, their societies, unions and associations;
- reception of foreign delegations, representatives of business circles and missions, render support in search for partners and establishment of business contacts;
- develop and broaden the links with the Chambers and other similar organizations abroad;
- carry out the advertising activities necessary for implementation of the function of the Chamber of Commerce and Industry and meeting the demands of its members;
- implement the projects and design the exhibition expositions for entrepreneurs from Tajikistan and foreign states;
- develop the trademarks, styles, industrial samples and other design innovations;
- facilitate the settling of disputes arising between the enterprises and entrepreneurs.
