Start-Up Choihona - A Platform for Promotion of Youth Entrepreneur Projects

Start-Up Choihona was a project initiated by the United Nations Volunteers (UNV) programme in Tajikistan. It was a joint initiative of the government, development organizations, and the private sector.
What are the main aims and objectives?

The primary aim of the Start-Up Choihona project was to promote innovative entrepreneurship and enhance youth employment in the country where 70 percent of the population is under the age of 30. The initiative was specifically designed to respond to the need for involving young people in achieving Sustainable Development Goal 8, which is to increase economic growth by promoting sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all. The project was implemented to create an environment that supports the development of the innovative and entrepreneurial sphere in Tajikistan, with a focus on supporting novice young entrepreneurs in particular.  

The project set several objectives at the outset including: 

  • 1 co-working space for start-ups established in Dushanbe 
  • Quarterly pitching competitions/coaching events organized in co-working spaces 
  • Quarterly trainings organized for winners of pitching competitions 
  • At least 60 start-ups (within 2 years) supported 
  • At least 200 small entrepreneurs self-employed 
  • To establish an energetic and functioning start-up ecosystem in Tajikistan 
How does the program work?

The main function of Start-up Choihona was to hold intra-university, regional and interregional competitions in Tajikistan. It was staffed by one international UN volunteer, ten community volunteers and on UN online volunteer. These competitions allowed the identification of talent people with innovative business ideas for further development. The project was designed to be flexible in its approach to follow the needs of entrepreneur and the current economic conditions. Consequently, the type of events it ran included; business idea contests, fairs, collaboration platforms, forums, training and mentoring programs. The promising Start-up companies participating in the platform could be from the industry fields of textile, handicrafts, ceramics, recycled plastic, ICT and energy etc. In addition, the space was also designed to benefit social entrepreneurs, who’s start-ups ventures concentrate on benefitting the society in general. 

Start-up Choihona also included the creation of a volunteer run co-working space which acts as a meeting point for new entrepreneurs, alumni students, investors, business angels and authorities. The co-working space had free entrance was open to anyone seeking to enter the field of entrepreneurship. The volunteers organized pitching competitions every quarter year with the winners of the competition being rewarded with consultancy time with investors and business angels and free courses in marketing and communications, taxation, legislation etc. organized by the UNV together with the partners like University, Chamber of Commerce and Industry. The private sector also contributed by giving their senior talents as coaches or lecturers. Young entrepreneurs participating in the pitching competition, also had the chance to test if their business idea is likely to “fly” and if the idea has the “so called x-factor”. 

What is the overall cost?

How was it implemented?

The program was implemented by United Nations Volunteers (UNV) in participation with UNDP Aid for Trade Tajikistan, Accelerate Prosperity, which provides prizes for entrepreneurs, and the Young Entrepreneurs Club which provides scholarships for entrepreneurial schools. 

The management of events consisted of boards which included various partners from national government such as the Ministry of Economy, Ministry of Education and the State Investment Committee. Other partners included Accelerate Prosperity, Association of Innovation and Technology Entrepreneurs, Chamber of Commerce and Industry and Universities.  

The project was launched in late 2016 in the capital city of Dushanbe. A co-operative space was created at the Accelerate Prosperity premises with volunteers hired, including national and international youth/university volunteers.

The 1st national event was held in November 2016 and was followed up by Start-Up Choihona 2 in March 2017.  

What impact has been measured?

There is no available information on the impact of Start-up Choihona. It is reported that the first national event received 100 pitches from entrepreneurs and resulted in seed money for winners and offers of training by the government-run School of Young Entrepreneurs but no precise figures on the amount of seed money were given. 

What lessons can be learned?

It was suggested during background research interviews that the program had both relied too heavily on foreign members of staff and upon foreign donors. They indicated that this could serve as a cautionary tale for future projects that seek to develop policies in an ecosystem that they don’t fully understand.
