Transformation of the system of Incubation Centers


In Taiwan, there are more than 100 incubation centers. Most of incubation centers are located in University and some of them receive subsidies from government. The model of incubator centers started 20 years ago and many of the centers had incubated many startups and some startups even have IPO. For encouraging more capital and resources from private sectors investing in incubators and startups, in 2017, SMEA decided to change the strategy of subsidies via resetting the positions of incubators. 




Three kind of new positions of incubators are "International Startup Accelerator ", "Tech Entrepreneurship Amplifier" and "Industrial Co-Creation Network.” Each incubation center can choose either one as its position and can cooperate with any other incubators, including from private sectors. With a new position, each incubator can aggregate different kind of capability and motivate to connect with local startup community. 

Details of the positions:

  1. International Startup Accelerator(ISA): The ISA links key enterprise resources to create a network of resources for investment, industry operation, profit model, angel and venture capital.
  • Link and attract angel investors, venture capital, key enterprises to invest in startups.
  • Form accelerator alliance, providing coach and invest for startups
  • Assist startup soft landing overseas
  • Providing soft landing opportunities for foreign startup
  1. Tech Entrepreneurship Amplifier (TEA): The TEA is to amplify its tech capability and enterprises networks for assisting those startups who need more solid technological capability.
  • To assist the startup be well-prepared in IP, like trade secret, knowhow and patents.
  • To assist the startup to develop prototype and to pass those necessary certifications
  • To assist the startup access investor and channels.
  1. Industry Co-Creation Network: The ICN is to focus on linking local startup communities. An ICN could be many incubation centers, co-working centers and local enterprises in a same region. In an ICN, each team should define proper roles and share resources, capability with the other teams for most effective foster entrepreneurs.
  • Identify and link local specific industry clusters or supply chains
  • Assist startup create value through innovation
  • Assist startup connecting with some proper clusters or supply chains
