How does the program work?
Startup Estonia focuses on creating a cohesive startup ecosystem. Instead of providing direct financial support to startups we are help partners establish high quality services for startups and address our startups through them. In more detail, Startup Estonia aims at 4 core topics: ecosystem development; improving startup skills (dedicated training programs for startups, but also improving startup-education in universities); regulations (cutting the red tape); and smart money (launching accelerator funds and supporting the growth of angel investor community).
Monitoring + Evaluation Methods
Startup Estonia seeks to boost the Estonian Startup Ecosystem so that by year 2020 there would be tech 1000 startup in Estonia.
We gather customer feedback of each activity we initiate. We also track how startups that have been part of our trainings perform later on (e.g. raise investments, create jobs).
What impact has been measured?
With the help of Startup Estonia 3 niche accelerators have been launched, including the first online gaming accelerator in Europe – Gamefounders.
What lessons can be learned?
We have learned that it is very important to be in contact with the start ups and the ministries, bringing both sides around the table to discuss problems and possible solutions.

Startup Estonia is financed from European Regional Development Fund.
Partners include business incubators, accelerators, startups hubs, coaches, mentors etc. Startup Estonia is in continuous contact with them and cooperate through different projects. We actively reach out to startup founders to share insight with us, where our ecosystem needs a push and government intervention.
