National AI Policy 2023/24

The National AI Policy of Pakistan is a multifaceted framework designed to boost technological innovation in the field of generative AI.
What are the main aims and objectives?

The National AI Policy aims to position Pakistan as a leader in the AI space by creating a robust infrastructure that catalyzes economic growth and social development through technological innovation.

It seeks to:

  • Develop comprehensive AI capabilities across public and private sectors by fostering AI education, research, and entrepreneurship.
  • Ensure ethical governance and use of AI through a regulatory framework that promotes transparency and public trust.
  • Enhance socio-economic development by integrating AI solutions in key areas such as healthcare, education, and agriculture.
  • Stimulate job creation and skill development to prepare the workforce for the AI-driven economy.
  • Establish Centers of Excellence and other infrastructural projects to support AI innovation and collaboration nationally and internationally.
How does the program work?

The National AI Policy operates through a structured multi-pillar approach:

  1. AI Market Enablement: This includes the establishment of the National Artificial Intelligence Fund (NAIF) and Centers of Excellence in AI & Allied Technologies (CoE-AI) to support AI innovations and startups.
  2. Awareness and Readiness: Programs aimed at increasing AI literacy and readiness across various societal segments, focusing on integrating AI education at all levels and promoting public and private sector collaboration.
  3. Trusted Environment: Developing regulatory frameworks to ensure data protection and ethical AI usage, addressing both the potential benefits and risks associated with AI technologies.
  4. Transformation and Evolution: Supporting the digital transformation of key economic sectors through strategic initiatives that incorporate AI solutions to enhance their productivity and sustainability.
What is the overall cost?

Not details available on budgets. However, the policy is anticipated to cost approximately PKR 100 billion (approx. $360 million) over the next three years funded through government budgets. This budget supports the creation of AI research centers, educational programs, regulatory frameworks, and infrastructural enhancements crucial for the sustainable development of a national AI ecosystem.

How was it implemented?

Implementation of the National AI Policy is phased and collaborative, involving:

Strategic Planning: Initial planning phases involve setting up institutional frameworks like the AI Steering Committee and policy-specific working groups.

Infrastructure Development: Building Centers of Excellence and other facilities that provide necessary resources for AI research and development.

Regulatory and Ethical Frameworks: Establishing guidelines and regulations to manage AI deployment, ensuring ethical usage, and protecting citizen data.

Capacity Building and Public Engagement: Conducting training sessions, workshops, and awareness campaigns to educate the public and professionals about AI benefits and challenges.

Pilot Projects: Initial projects in healthcare, agriculture, and education sectors to demonstrate the benefits of AI and refine policy approaches based on real-world data and outcomes.

What impact has been measured?

There has not yet been sufficient time to evaluate the impact of the policy.

What lessons can be learned?

Too early to analyse but future strategies will focus on strengthening the AI ecosystem's resilience, enhancing regulatory frameworks, and promoting inclusive growth through AI technologies.
