- It offers grant support of up to $200,000 to eligible hubs within the Ghanaian entrepreneurship and innovation ecosystem.
- The program aims to support these hubs in carrying out business incubation and acceleration programs for startups.
- It also aims to build the capacity of these incubation and innovation hubs.
- The HAGP is part of the broader National Entrepreneurship and Innovation Programme (NEIP) in Ghana, which provides integrated national support for startups and small businesses.

The government initially seeded NEIP with $10 million, this was later raised to $100 million from private capital and multilateral funding sources to fund its programs.
