SME Test Benchmark 2024
The SME Test Benchmark 2024 report is an analysis conducted by Eurochambres to evaluate the European Commission's application of the SME Test in its legislative process. The report examines 23 impact assessments based on the better regulation guidelines from 2021 and the toolbox from 2023, aiming to assess how well the Commission considers the impact on SMEs when proposing new legislation.
It highlights both positive aspects, such as the widespread consideration of SME impacts in proposals and the use of multilingual consultations, as well as areas needing improvement, including adherence to consultation periods and clearer presentation of SME impacts. The report concludes that while progress has been made, the SME Test is still not consistently applied across all Commission services, emphasizing the need for a stronger political commitment to better law-making for SMEs.
