How was it implemented?

The portal was implemented in 2012 and is run by the  Small and Medium Enterprise Administration (SMEA), an agency of the Ministry of Economic Affairs (MOEA). In 2012, SMEA, MOEA started to aggregate all entrepreneurship polices measures into a portal. The motivation was for helping all startups in Taiwan easily to look for, to understand and to access related startup information and policy details from various startup communities and Ministries. The process generally involved the following steps: 

  1. Identifying the need: The government and other stakeholders recognized the need for a centralized platform to support entrepreneurs in Taiwan, addressing challenges faced by them and simplifying their journey. 

  1. Planning and design: A plan was devised to create a user-friendly and comprehensive portal that would cater to the needs of entrepreneurs. The design aimed to provide easy access to information and resources, streamline processes, and encourage networking and collaboration. 

  1. Collaboration with experts: Experts from various fields, including business, finance, and technology, were brought together to contribute their knowledge and expertise in the development of the portal. 

  1. Development and testing: The website was developed by a team of skilled professionals, including web developers, designers, and content creators. The portal was tested extensively to ensure its usability, functionality, and effectiveness in meeting the needs of entrepreneurs. 

  1. Launch and promotion: Once the portal was ready, it was launched and promoted through various channels, such as digital marketing, events, and partnerships with relevant organizations.

Ongoing maintenance and updates: The portal is continuously maintained and updated with new content, resources, and features to ensure its relevance and usefulness for Taiwan's entrepreneurial community. User feedback is also collected and used to make improvements and enhancements as needed. 

What impact has been measured?

The MOEA can demonstrate that as of March 2018 the portal had become the most popular startup portal, average visitors are 45 thousand per week. Additionally, a report in 2016 revealed that the portals integrated startup guidance services for youths had created 3,740 startups through the network support with over 40 percent of them being innovative high-tech businesses.
