NUESTRA HISTORIA
En Junio de 1993 la firma de consultoría externa Andersen Consulting presentó al Ayuntamiento de Tijuana un ejemplo del éxito de España al haber generado una nueva planificación de las ciudades, debido a la necesidad de un reordenamiento urbano, económico y social, para adecuarse a los requerimientos futuros.

Dicha metodología fue desarrollada en la reconstrucción de las ciudades afectadas al término de la Segunda Guerra Mundial bajo el Plan Marshall.

La ciudad de Bilbao, España contaba con el plan de reordenamiento Bilbao Metrópoli 30, en el que se demostró que la participación activa de la iniciativa privada junto con los poderes del gobierno como pieza vital del programa.

En Noviembre de 1993, con el apoyo de Bilbao Metrópoli 30, la ciudad de Bilbao en pocos años logro implementar macro proyectos como el Museo Guggenheim, el Centro de Convenciones, la reubicación de la industria, así como la ribera del río hacia un nuevo puerto y parque industrial, así como generar un cambio en el sistema educativo enfocándolo hacia la alta tecnología. Asimismo, se logró la reorganización del sistema de transporte al implementar el sistema ferroviario denominado “Metro”.

Al regreso del viaje se dieron instrucciones a la firma de consultoría para empezar la fase 1 de planeación estratégica, en la que participaron el gobierno del estado y municipio, finalizándolo en octubre de 1995 con el título de Plan Estratégico de Tijuana.
