CHAWE PERPETUAL MPANDE CHUULU

Chawe Mpande-Chuulu is a Trade and Development Consultant, Property and Social Entrepreneur based in Lusaka Zambia. She is a highly qualified Development specialist and Economist with 19 years post-graduate work experience.

She is currently Senior Trade Advisor in the office of the Secretary General at COMESA Secretariat, the largest African Regional Economic Community.

Since January 2016 inspired by creating freer markets through years of trade negotiations and liberalisation, but not seeing commensurate increased entrepreneurial activity in the domestic markets or Eastern and Southern Africa she enrolled for the Masters of Management in Entrepreneurship and New Venture Creation at the University of Witwatersrand Business Schools (WBS)

Her professional career specialisation has been directing and supporting multi donor funded trade related technical assistance offering support to countries who are members of Eastern and Southern African Regional economic communities Common Market for Eastern and Southern Africa (COMESA), East African Community (EAC) and Southern African Development Community (SADC ). This has been primarily, support to their regional integration agenda, multilateral level trade negotiations at the World Trade Organisation (WTO) and bilateral trade relations with the European Union. Her areas of specialization are International Trade Law, Trade Policy and Trade in Services thematically. The programmes she has managed have provided technical assistance support to trade policy development, negotiations, export support, economic infrastructure and productive capacity. She has had held long term senior positions in the largest African REC intergovernmental agency COMESA, Zambian public sector, private sector support organisations, and quasi- government agencies.

Prior to joining COMESA she worked for Zambia World Bank Country Office as National Poverty Consultant, the Zambia Privatization Agency as a Social Development Specialist, Zambia Chambers of Commerce and Industry (ZACCI) as Chief Economist, Debt Research Coordinator for the Justice and Peace Project of the Zambia Catholic Commission for Justice and Peace as Debt Researcher. She began her career as a Planning Officer in the Ministry of Education of the Republic of Zambia.

Mrs. Mpande-Chuulu is a graduate of the University of Zambia and London School of Economics. She has specialised training in international trade law and policy from the World Trade Organization, International Development Law Institute (now IDLO), World Intellectual Property Organisation, InWent and UNEP on Environmental Social Risk Analysis, Columbia School of International and Public Affairs (SIPA) and the World Bank Institute.
