Franco Mugnaini

Franco Rubén Mugnaini currently serves as the General Director of Agricultural Infrastructure within the Ministry of Bioagroindustry of the Province of Córdoba, Argentina. A seasoned producer and leader from the southern region of the province, he assumed this role in 2023.
He also is the Executive Coordinator of the Agricultural Development Programming Entity (EPDA), of the PROSAP, GIRSAR and AGRO XXI Programs - Projects with External Financing (IDB - IBRD).
Prior to that, Franco was the president of the Consorcio Caminero N° 420 called "Cuatro Vientos", for ten years, where he worked to develop the rural roads to eficiently permit people to travel along the province.
After that, he lead the Agricultural Infrastructure Subsecretary depending on the Agricultural and Livestock Ministry of the Cordoba Province.

Mr. Mugnaini has a Diploma in Business Management and a Diploma in Project Formulation with Bilateral Financing.

Franco Mugnaini is widely recognized for his federal and coordinated approach in managing public policies aimed at the agricultural sector. Since joining the Ministry of Agriculture and Livestock, he has overseen key programs such as the Rural Roads Improvement Program, driving forward projects to upgrade roadways in productive regions.
During his tenure, Mugnaini has spearheaded several initiatives to strengthen rural infrastructure across Córdoba. Notably, he led a $6 million World Bank-funded investment to improve the road connecting Río Cuarto and San Ambrosio.

He has also been involved in the planning and execution of infrastructure works such as the construction of a service road along National Route 9, in coordination with local governments and agricultural stakeholders.

Franco emphasizes the importance of infrastructure and security as fundamental pillars of productive development. In his General Director role, Franco has fostered greater involvement from sector representatives in government decision-making. The council includes members from the provincial Liaison Table and oversees funds such as the Agricultural Development Trust Fund (FDA), which supports soil conservation programs, rural road consortia, and rural safety initiatives.

He is a strong advocate of open dialogue with producers, and has stressed the importance of sustainable policy. Under his leadership, more than 617 million pesos were allocated to rural infrastructure and sustainable production through the Good Agricultural Practices program.

His management is defined by a comprehensive vision that seeks to balance the needs of the agricultural sector with sustainable development and active participation from rural communities.
