Tracey Clark Jeffries is the owner and founder of **Capital Consulting Services**, a distinguished boutique consulting firm specializing in management consulting and facility management services for government entities and organizations. Capital Consulting Services proudly holds certifications as a **Women and Minority Owned Enterprise**, a Women-Owned Small Business (WOSB) through the SBA, WBE/MBE certifications through the State of Missouri, and a HUD Section 3 Certification.

A respected leader in municipal advising, Tracey provides economic development planning, impact analysis, policy and strategic leadership, and cultural initiative development for rural and urban cities across the United States. She currently serves as an economic development consultant for the International Economic Development Council (IEDC), where she assists the Michigan City Economic Development Corporation in driving initiatives that attract small businesses, stimulate commercial development, grow the local workforce, and promote financial empowerment in the community.

In addition to her consulting work, Tracey serves on the board of a regional investment fund, financing critical projects that support New Market Tax Credit Allocations for economic revitalization in distressed communities. She also brings over a decade of experience as a former Small Business Administration (SBA) resource counselor and advisor, having built technical assistance programs, microlending infrastructure, and entrepreneurial development initiatives to support small businesses and startups with revenues up to $25 million. A passionate mentor, she has guided countless women entrepreneurs—especially those starting or expanding businesses in low-income areas—on their journeys to profitability and sustainable growth.

Tracey’s commitment to economic empowerment led her to establish the Direct Impact Business Education Center, the first private state-funded women’s business incubator in Missouri. The center provided critical incubation space for women and veteran entrepreneurs.

Her leadership and business acumen have earned national recognition. In 2015, Capital Consulting Services ranked #231 nationally out of 5,000 and among the Top 50 Women-Owned Businesses in the U.S. by Inc. Magazine’s 5000 Fastest-Growing Companies. The firm was also a strategic planner for the Ferguson Commission, a historic regional planning initiative formed in response to racial and economic inequity issues that drew national attention.

Tracey’s humanitarian contributions have been equally impactful. In 2017, she was honored with the Sisters of Loretto Award by Webster University, one of the highest humanitarian recognitions inspired by Mother Teresa’s legacy. That same year, she launched the Safe Babies Program, which has donated over 500 car seats and cribs to expecting mothers and infant safety organizations to help reduce child mortality rates.

Her advocacy efforts extend to national policy. In 2018, Capital Consulting Services participated in filing an Amicus Brief alongside the U.S. Women’s Chamber of Commerce and the Center for Reproductive Rights, fighting for contraceptive coverage rights. Tracey also contributed her insights to a study with the Bipartisan Policy Center on the Family Medical Leave Act.

Her company’s accolades continued with **Inc. Magazine Best in Region** honors in 2021, personal recognitions including Top 100 St. Louisans to Know and the Titan 100 award in 2022. Serving as keynote in Ghana, Africa, and a recent research study titled, "The Economic Survival of Black-Owned Small Businesses: Building Resiliency in Urban Communities," speaks to Tracey's passion about small businesses and addressing improved resources and equality for black-owned small businesses and trauma-stricken communities.
