Julianne Jarvis

Julianne N. Jarvis is a global trade and sustainable development strategist who designs governance architecture at the intersection of finance, policy, and the built environment. Across a twenty-year career spanning Caribbean public policy, regional services trade coalitions, public infrastructure, and global financial services, she has built systems that expand access to contracts, capital, and opportunity for MSMEs, using technology, integrative approaches, and partnerships to turn strategy and operations into measurable outcomes for businesses and communities.

Her advocacy across government ministries and private business led to the creation of a national energy desk, which she then filled as the country’s first Sustainable Energy Officer, co-authoring the first National Energy Policy in collaboration with the National Energy Task Force, the OAS, the European Commission, and GIZ. As leader of the Antigua and Barbuda Coalition of Service Industries, she deepened her expertise in trade in services and global value chains and was later elected Executive Chair of a 14-country Caribbean coalition for services export, funded by the European Development Fund through Caribbean Export, where she led its regional strategy and governance structure development and execution.

She carried that systems lens into U.S. public infrastructure as Corporate Compliance Manager at John P. Picone, a Dragados USA affiliate, strengthening regulatory compliance and verifiable utilization of local underserved businesses across more than $2 billion in New York public infrastructure contracts, including the $450 million Bay Park Conveyance Project.

At Citi, Julianne served as Vice President for Global Supply Chain Sustainability and Supplier Engagement, governing program strategy across Markets, Treasury, Banking, and Wealth. Her team’s work directed $1.2 billion in contracts to underserved suppliers, positioning Citi among the world’s premier companies in supplier inclusion and contributing to its induction into the Billion Dollar Roundtable. She led an AI-driven redesign of operational risk audits for human rights and modern slavery in the supply chain, aligned with the International Labour Organization’s responsible business conduct standards. She also co-designed a mentorship framework standardizing the pathway for early-stage fintechs entering large financial institutions; piloted as a proof of concept, it was adopted by Citi Ventures by its second iteration. She served on the Board and Executive Committee of the Financial Services Roundtable for Sustainable Development.

Today, Julianne is Founder and CEO of Bluwm, building intelligence infrastructure and capital alignment tools that connect wellbeing outcomes to investment, expanding access to capital, partnerships, and health-integrated real estate for founders, MSMEs, and communities. Bluwm frames wellness as a capital allocation strategy, extending the benefits of wellness real estate to the communities that stand to gain the most. She is also co-founder of Confluence, a cultural intelligence platform exploring the culture of wellbeing across African, Latin American, Indigenous, and Asian traditions, with the Caribbean as its lens and laboratory.

Julianne contributes to the field through advisory and board leadership. She serves on IWBI’s Sustainable Finance Advisory, is a Global Commissioner of Healthy Indoor Air, a Global Wellness Institute Ambassador, and a member of ULI Charlotte and the UN Global Compact. She is Board Secretary of Sierra House Inc., advises on global partnerships and business growth for Caribbean services trade, and is a member of LISC Charlotte’s Real Estate Developer Incubator (REDi) Cohort 4.

She is an Executive Doctor of Business Administration cohort at the University of Miami Herbert Business School, where her research centers on blended finance, digital assets, and expanded access to capital for businesses and communities. She holds an Executive MBA from Rutgers Business School and a BA in International Relations from Florida International University and is a Prosci Certified Change Practitioner and a Services Go Global Certified Trainer.
