DAVID NDIKUMANA

David Ndikumana is a highly skilled human rights professional with over nine years of experience working across multi-disciplinary programmes focused on migration, refugee protection, and youth engagement. He has built a strong and respected record in migration policy advocacy, particularly within the Ugandan context, while also contributing to regional initiatives across East and Central Africa.

David holds a Bachelor’s degree in Social Work and Community Development, a Bachelor of Arts in Entrepreneurship, and a Master’s degree in Human Rights and Human Development. His interdisciplinary academic background uniquely positions him at the intersection of human rights, social development, and sustainable innovation.

His professional growth has been significantly shaped by his leadership role as Executive Director of the Solidarity for Social Advancement of Human Rights Organisation (SSAHRO), where he strengthened institutional capacity, advanced advocacy strategies, and led impactful human rights interventions.

Throughout his career, David has been actively involved in high-level and targeted advocacy on a wide range of human rights issues, including migration and refugee law, internally displaced persons (IDPs), sexual minority rights, disability rights, women’s rights, children’s rights, indigenous peoples’ rights, police oversight, judicial enforcement of socio-economic rights, and the protection of other vulnerable groups. His work spans several countries, notably the Democratic Republic of Congo (DRC), Burundi, and Uganda.

A creative and energetic professional, David is known for motivating teams and fostering collaborative working environments that drive excellence and results. He plays a key role in the design and implementation of humanitarian and protection-focused projects, particularly those addressing sexual minority rights, disability inclusion, women’s empowerment, and access to justice. Through his work with WEKA Organisation, he has contributed to strengthening program quality, strategic direction, and community impact across multiple thematic areas.

Beyond traditional human rights programming, David has a strong commitment to social entrepreneurship as a tool for sustainable social change. He believes in developing innovative, community-driven solutions that address structural inequalities while fostering economic empowerment. His work reflects a strategic focus on building socially responsible initiatives that combine human rights principles with sustainable development, particularly for marginalised and vulnerable populations. Through this approach, he actively promotes models that enhance community resilience, self-reliance, and long-term social impact.

David is also an accomplished researcher and author. He has written several reports and articles on the voting rights of internally displaced persons in eastern DRC and has contributed to projects addressing discrimination, marginalisation, and violence faced by sexual minority refugees in Uganda. His research interests are firmly rooted in human rights, with a strong focus on vulnerable populations such as children, women, persons with disabilities, and sexual minorities, as well as sexual and reproductive health rights.

With extensive experience in pan-African human rights programming and advocacy, David has engaged with civil society actors, African Union mechanisms, and European Union human rights frameworks. His research and advocacy cover critical areas including child rights, education, sexual and reproductive health rights of women and girls in Africa, disability rights, and access to justice.

David is the co-founder of WEKA Organisation, a human rights-focused organisation committed to promoting dignity, equality, and justice for vulnerable and marginalised communities across Africa.
