Robert Paglia

Robert Paglia serves as the Senior Vice President and Chief Administrative Officer (CAO), Indiana Economic Development Corporation with a passion for providing operational excellence, technology and great government services. A strategic problem solver who thrives on enabling his organization to achieve their goals and objectives.

He served a critical role for the State of Indiana’s response to the Covid-19 pandemic . Providing oversight and leadership to multiple programs negotiating both domestic and international contracts, administering several federally funded programs valued at over $340 million. In FY22/23 he lead the organization by managing over $1B in state and federal funding leading to the IEDC securing $24 billion in private capital investment for job growth and an additional $12 Billion in private investment in Indiana's built environment.

Prior to the IEDC he helped Indiana Office of Technology become one of the top agencies in the nation with more than 65 awards during 2014 through 2016, including a #1 ranking by the U.S. Public Interest Research Group for government transparency and taking home for Indiana, for the first time, the best state website portal from the Center for Digital Government.

As CAO, Paglia oversees several departments providing Finance, Accounting, Audit, Legal, Account Management, Compliance and Information Technology services to the IEDC and its customers.

Prior to his government career, Paglia worked at AON Hewitt Associates where he led several major projects developing innovative pension calculation systems for various Fortune 500 organizations including Kimberly Clarke, Boeing, Speedway SuperAmerica LLC, and Pactiv Tenneco Corporation.

He attended Ohio University, in his home state, graduating cum laude. He is married with two children and uses his spare time racing in triathlons. Ironman Magazine recognized him as a “bronze all-world athlete” putting him in the top 10 percent of competitors in his age group worldwide.
