Asif Khaliq

Vice Admiral (R) Asif Khaliq HI(M) is a distinguished leader with a 39-year naval career, marked by exceptional service and academic accomplishments. His career has been defined by strategic development, leadership excellence, and a commitment to advancing both military operations and higher education. His extensive experience in commanding military operations and leading Bahria University as its Rector underscores his qualifications as a visionary leader.

In his naval career, Vice Admiral Khaliq held several key leadership roles that highlighted his strategic and operational expertise. As Commander of the Pakistan Fleet, he gained extensive operational experience in both national and international waters, demonstrating his ability to lead complex military operations. During this time, he commanded a number of shore establishments and ships, including destroyers, which further solidified his expertise in naval operations. His role as Commander Karachi was pivotal in overseeing infrastructure development and civil works for Pakistan Navy setups, including significant contributions to the Karachi Port Trust and the upliftment of Manora Island. Additionally, he was responsible for overseeing the complete spectrum of trainings of the Pakistan Navy in Karachi.

As Deputy Chief of Naval Staff (Administration), he managed large-scale infrastructure projects across Pakistan, including housing schemes and the development of Naval Anchorage Gwadar, handling projects worth approximately Rs. 10 billion. His strategic leadership was further demonstrated during his command of the Combined Task Force -150 under Headquarter US NAVCENT in Bahrain, where he played a critical role in maintaining regional maritime security as part of a multinational task force. Furthermore, as a Flag Officer of the Pakistan Navy, he was part of extensive staff talks with many international navies, including those of the United States, Russia, and China.

Vice Admiral Khaliq’s diplomatic skills were showcased during his tenure as Pakistan's Army & Naval Attaché in Paris, where he represented the country with distinction, contributing to international relations and military cooperation. He also carried out the duties of Defence Attaché of Pakistan in Italy and Spain during this time. His experience in international leadership has been instrumental in shaping his approach to global collaborations in his subsequent role in academia.

Since becoming the Rector of Bahria University, Vice Admiral Khaliq has implemented a strategic vision that has transformed the institution into a leading center of higher education. He has emphasized the integration of theory and practice, promoted research initiatives, and cultivated a culture of collaboration and excellence among students and faculty. Under his leadership, Bahria University has achieved significant milestones, including the establishment of Pakistan’s first Maritime Science and Technology Park in Karachi, a Medical College in Islamabad, and a School of Hospitality in Islamabad. Additionally, the university expanded its global standing through international collaborations and established a new campus in H-11, Islamabad. His commitment to holistic development is evident in his promotion of sports, fitness activities, and student-centric initiatives.

Vice Admiral Khaliq earned a Master’s degree in War Studies and Defence Management from the National Defence University, Islamabad, where he developed expertise in war and conflict studies, with a focus on research design, civil-military relations, and political psychology. His foundational education began with a Bachelor of Science in Naval Sciences at the Pakistan Naval Academy, Karachi, and was further strengthened at the Pakistan Navy War College, Lahore, where he studied military strategy, history, and armed forces studies. These combined academic experiences provided him with a comprehensive understanding of both naval operations and the evolution of military tactics.

Vice Admiral Khaliq has been awarded Tamgha-i-Imtiaz (Military), Sitara-i-Imtiaz (Military), Hilal-i-Imtiaz (Military) by the Government of Pakistan, and the National Order of Merit by the Government of France.
