William Lockwood Benet

William Lockwood-Benet, is a former President of the Government Development Bank for PR (GDB), the Founder of Lockwood Financial Advisors Corp and Co-Founder, Director and Secretary of the Board of Directors of Protein Dynamic Solutions Inc. (PDS) in Wakefield, Massachusetts.
PDS is a biotechnology analytical instrumentation company is the first company founded by research faculty of the University of Puerto Rico Mayaguez that developed its IP portfolio on patents developed by its UPR founder and licensed from UPR.
Trained as a technology strategy development economist, public finance and development banker, William has a broad and rigorous ongoing comparative, regulatory and industry training but is also an operations and management executive and an investment banking analyst and banker in private infrastructure and life sciences. He prefers to work on transactions with interdisciplinary teams of engineers, lawyers, accountants, compliance experts and scientists.
He founded Lockwood Financial Advisors Corp (LFA) in 1993. On its own or in collaboration with McKinsey & Co. and other leading US firms, LFA has supported the largest Puerto Rico private investments in biotech [Abbvie, Amgen, Lilly], infrastructure [energy, highways with Eco-Electrica, Abertis, Goldman Sachs] and banks [Thomas H. Lee investment in FirstBank], the founders of leading technology companies, full reviews of infrastructure corporations for strategic opportunities and risk management; public finance; and unadopted strategies for Puerto Rico capital markets reform and financial system regulation commissioned by the GDB.
As former President, Fiscal Agent & Executive Vice President and Assistant to three Presidents of the GDB he has served under 5 Administrations as investment banker, credit rating, investor relations and bond issuance for all infrastructure public corporations and the central government and infrastructure privatization transaction manager. He was an advocate for GDB autonomy, strong career public servants, public sector fiscal discipline, multi-year budgeting, public pension plan controls, global pharma tax revenue forecasting, IT leveraging and against derivatives based debt issuance while serving at the GDB.
He subsequently collaborated on the PR fiscal and economic crisis policy options with the US Treasury Department, NY Federal Reserve, FDIC and the White House Council of Economic Advisors and in 2016 was invited by the Treasury Department to serve on the Financial Oversight and Management Board created under Puerto Rico Oversight, Management, and Econom
