Winslow Sargeant

Dr. Sargeant is Immediate Past Chair of the Board with the International Council for Small Business
(ICSB). From 2020-2023, he was the Chair for ICSB. During his tenure, he helped to educate government
and non-profit organization leaders on what is required to build sustainable ecosystems for small
businesses. At ICSB, he worked with a select group of member countries in the United Nations to
establish the Micro-, Small and Medium-Sized (MSMEs) International Day, which was ratified by the
United Nations General Assembly on April 6, 2017. Dr. Sargeant went on to organize the inaugural
Micro-, Small and Medium-sized Enterprises (MSMEs) forum at the United Nations, held since 2017.
From 2010 to 2015, he was the Chief Counsel for Advocacy with the United States (US) Small Business
Administration (SBA)Office of Advocacy. Appointed by the President of the United States (POTUS) in

before Congress, the White House, federal agencies, federal courts, and state policy makers. He received.

He was the program manager for the Small Business Innovations Research (SBIR) program Electronics

Dr. Sargeant is a Kauffman Fellow (Class 11), a visiting scholar (2017- present) with George Washington
University, and is on the Presidential Leadership group at Stevens Institute of Technology. He serves as a
Member of the Board of Trustees for The Wisconsin Alumni Research Foundation (WARF), Morgridge
Institute for Research (MIR), and Northeastern University.
He is on the board of CircleIn, an educational study preparation company for college students, and
Executive Chairman for Hylux, LLC, a sports beverage company. Dr. Sargeant received the inaugural
2002 Wisconsin Distinguished Young Alumni Award and was the 2003 Outstanding Engineering Alumni
Awardee from Northeastern University. He received the 2014 IEEE George McClure Citation of Honor.

Dr. Sargeant actively works around supporting entrepreneurship and small business policies. He received
the B, S. (Northeastern, Boston, MA), M.S. (Iowa State), and Ph.D. (Wisconsin), all in Electrical
Engineering.
