Gilberto Salinas – Executive Director & CEO, Greater Brownsville Incentives Corporation (GBIC): Recently appointed as GBIC's new Executive Director and CEO, Gilberto Salinas brings nearly two decades of expertise in economic development. A key architect of Brownsville's growth, Salinas previously led the formation of GBIC and was instrumental in recruiting SpaceX to Boca Chica, launching a new era of innovation in the region. His background includes leadership roles, including as Executive Director of Kerr Economic Development Corporation and co-founding the Rebel School of Economic Development, a platform empowering economic leaders through mentorship. Recognized as one of North America’s Top 50 Economic Developers, Salinas is driven to propel Brownsville’s status as a hub for space exploration and economic advancement.

Representing NASA’s T2X Program, Walt Ugalde is a champion of regional collaboration for aerospace growth. With a focus on expanding NASA’s resources through partnerships, Ugalde has been vital in guiding South Texas toward becoming a hub for high-tech industries. At a recent conference, Ugalde highlighted how NASA’s Technology Transfer Expansion (T2X) program supports regions like the Rio Grande Valley by providing access to grants, innovation programs, and collaborative opportunities. His work encourages a unified regional strategy, integrating educational institutions, workforce boards, and private industry to build a sustainable talent pipeline for high-paying aerospace jobs.
