Uganda's Business Recovery Series 2023, launched in February, aims to support entrepreneurs and business owners in navigating the economic challenges posed by the COVID-19 pandemic. As part of this initiative, influential business professionals have been conducting weekly online courses to provide actionable advice for business recovery. In a recent webinar organized by Enterprise Uganda, in collaboration with the National Social Security Fund (NSSF), attendees were enlightened on how the NSSF Act directly impacts their enterprises.
Overview of the Webinar: On Thursday, April 13, 2023, Geoffrey Sajjabi, Chief Commercial Officer of NSSF, delivered a comprehensive presentation elucidating the intricacies of the NSSF Act and its implications for businesses in Uganda.
Understanding the National Social Security Fund: Mr. Sajjabi began by providing an introduction to the NSSF, its business model, and the registration process for members, employers, and voluntary participants. He elaborated on the contributions collection process, encompassing mandatory, voluntary, and special contributions. Drawing attention to the NSSF's investment portfolio, Mr. Sajjabi highlighted its allocation across fixed income (76%), equities (16%), and real estate (8%). These investments play a crucial role in ensuring the sustainability of the fund and the provision of benefits to its members.
Key Amendments to the NSSF Act - 2022: The webinar focused on the significant amendments introduced through the NSSF Amendment Act - 2022. Among these amendments was an expanded definition of an entrepreneur, now encompassing various entities such as companies, partnerships, trustees, and governing bodies of unincorporated associations. Another critical amendment pertained to increased fines and penalties for non-compliance. Previously, the penalty stood at "ten thousand shillings or a term of imprisonment not exceeding six months or both," whereas it has now been raised to "five hundred currency points or imprisonment not exceeding one year or both." (One currency point is equivalent to twenty currency points.)
Employer Obligations: During the presentation, Mr. Sajjabi emphasized the obligations placed on employers, which encompass registration, employee registration, timely remittance of contributions, honoring payment plans, self-disclosure and assessments, provision of documents, and granting access to premises for inspection. He outlined the qualities of a compliant employer, emphasizing the importance of paying monthly contributions by the 15th of the following month, covering all eligible staff, remitting contributions based on total emoluments, and ensuring employee registration with valid NSSF numbers.
Partnership between Enterprise Uganda and NSSF: It is noteworthy that the webinar was a collaborative effort between Enterprise Uganda and NSSF. This partnership aims to educate business owners and entrepreneurs on the significance of social security and the advantages of registering with NSSF.
Conclusion: The webinar on "How the NSSF Act affects your business" delivered valuable insights into the NSSF, its operations, registration processes, contributions collection, investments, benefits, and employer obligations. Participants were also apprised of the crucial amendments introduced through the NSSF Amendment Act - 2022.
